Regan Kulhavy’s early years were shaped by a strong sense of family, faith, and service. Raised in a close-knit Catholic family with five daughters in Kennett Square, Pennsylvania, she learned the values of responsibility and commitment from a young age. Her father’s legal career and her family’s respect for service instilled in her a sense of duty that would guide her future choices.
As a student at Kennett High School, Regan excelled both academically and athletically. She captained the swim team and played volleyball, developing discipline, endurance, and perseverance—traits that would become central to her personal and professional life. Although she received several swimming scholarship offers, her curiosity and independence led her to pursue a different path abroad.
After two years at Penn State University, Regan made the crucial decision at age 19 to move to Spain. There, she completed her undergraduate degree at the Universidad de Alcalá de Henares, just outside Madrid. This experience sparked a lifelong passion for global living and cross-cultural understanding.
Regan’s academic journey reflects her drive and intellectual rigor. She earned a Bachelor of Arts in International Political Economy from Penn State, graduating with High Distinction in just three years. During her third year, she studied abroad in Spain, earning a Certificado en Estudios Hispánicos. Building on this foundation, she pursued dual law degrees through a transnational program with Stetson University College of Law and the Universidad de Granada. She graduated in the top 15% of her class at Stetson and was recognized for her excellence in oral advocacy, earning the “Honorable Mention Best Oralist” award at the Willem C. Vis International Commercial Arbitration Moot Court in Vienna and the “Stephanie Vaughan Excellence in Oral Advocacy Award.”
Before her legal career, Regan worked in economics and financial services at The Vanguard Group in Valley Forge, Pennsylvania. Regan Kulhavy’s path to military service was shaped by a foundation of discipline, resilience, and a strong sense of duty. Raised in a patriotic family, with her father practicing law and her husband serving as an Army physician, Regan’s commitment to service was instilled early. Her years as a competitive swimmer—captaining her high school team, competing at collegiate and Masters levels, and representing her comunidad autónoma in Spain—developed the endurance and mental toughness that would later define her military career. She further challenged herself through triathlons, progressing to the IRONMAN European Championship in Frankfurt, Germany, experiences that mirrored the perseverance required in military service.
Regan’s military journey began with Officer Training at Fort Benning, Georgia, followed by the Judge Advocate Officer Basic Course at the University of Virginia. Her first assignment was in Stuttgart, Germany, where she served as a Legal Assistance Attorney, advising service members and their families on personal legal matters. She then moved to Kaiserslautern, Germany, where she took on the role of Trial Counsel (military prosecutor) for the 21st Theater Sustainment Command, prosecuting courts-martial and handling complex military justice cases. During this period, she also served as Command Judge Advocate to the 10th Army Air and Missile Defense Command, providing legal counsel on operational law, administrative actions, and ethics compliance.
Upon returning to the United States, Regan was stationed at Fort Benning, Georgia, where she served as Command Judge Advocate for the Western Hemisphere Institute for Security Cooperation (formerly the School of the Americas) and later as an Administrative Law Attorney. In these roles, she provided legal guidance on command investigations, military employment law, and international engagement policy.
Her dedication to the warrior ethos extended beyond her legal duties. While in Germany, she completed the Nijmegen 100-Mile International March and earned the German Armed Forces Proficiency Badge, reflecting her commitment to physical fitness, resilience, and allied military tradition.
